My iPad ran down to 5% battery. When I tried to charge using the Apple iPad charger and cable it wiil not charge. Tried a number of variations of cable and chargers, still will not charge.

You really need an inline USB-C power meter to see what is happening. It could be just a bad connector or something deeper.
